Native Hawaiian Repatriation Assistance Program
The Native Hawaiian Repatriation Assistance Program will help members and their families manage repatriation to Hawaiian lands by providing information and services through various coordinated relocation assistance programs.

Services of the Native Hawaiian Repatriation Assistance Program will be available to qualified members and their families.
Services:
The Native Hawaiian Repatriation Assistance Program is designed to ease the personal and family stressors experienced during repatriation by providing assistance, counseling, education, and training throughout all phases of the relocation process.
NHRAP will provide a support staff trained in the techniques and delivery of professional relocation assistance. The program will offer the following services to assist qualified members and families moving to Kauaʻi from off-island or to Konohiki Land Trust holdings from other Kauaʻi locations:
Outreach by promoting a website hub and social media presence for networking and information sharing, coordination with state and local service agencies, and direct communication in cases of land title resolution.
Destination information, preparation and assistance prior to relocation including moving costs, housing costs and availability, employment opportunities, education and training opportunities, and community orientation.
Counseling for financial and vocational management, home buying and selling, renting, stress management, property management, and shipment and storage of household goods, motor vehicles, and pets.
Home finding services, with emphasis on locating or providing adequate, affordable transitional and permanent housing.
Settling-in services, focusing on available Konohiki Land Trust and private housing, child care, employment assistance, medical services coordination and educational opportunities.
Legal representation in the case of land title resolution and tax delinquency. To help manage the cost of the move, NHRAP services include:
Relocation Allowance (RLA)
RLA is intended as partial reimbursement for miscellaneous moving expenses. RLA reimbursements are tied to U.S. Department of Defense Grade 0-1 DLA rate.
Move-In Allowance (MIA)
MIA reimburses members and families for costs associated with establishing a residence on Kauaʻi. Focuses on one-time related expenses, modification of homes for water, food and energy sustainability, and the initial cost of making a home habitable. Rates according to actual expenses.
Transit Allowance (TA)
Transit Allowance is designed to partially reimburse members and families relocating from off-island for lodging and meals and incidental expenses en route to Kauaʻi. Transit allowance for dependents is 3⁄4 the member's applicable rate for each dependent age 12 or older, and 1⁄2 the member's rate for each dependent under age 12. Transit allowance is tied to the U.S. GSA per diem rate or the corresponding Non-Standard Area rate for Hawaiʻi in the case of intra-state relocation.
Temporary Quarters Allowance (TQA)
TQA helps cover the cost of temporary housing and meals incurred while awaiting permanent living quarters. TQA is calculated according to the number of family members, actual quarters cost, and the local per diem rate.
